Hutto City Council Approves Investment in New Downtown Business, The Story Emporium & Bookshop

HUTTO, November 21, 2025 – In a continued effort to support small businesses and encourage activity in the historic downtown district, the Hutto City Council has approved a Chapter 380 Economic Development Agreement with The Story Emporium & Bookshop, LLC, a locally owned bookstore and café that recently opened at 202 US Highway 79.

The agreement, approved during the November 20 Council meeting, provides up to $31,600 in sales tax reimbursement to support the renovation and continued operation of the 1,800-square-foot space. Since opening, the Story Emporium & Bookshop has quickly become a community favorite, offering books, a variety of beverages and treats, and a welcoming space for events and gatherings. 

“We’re excited to support The Story Emporium & Bookshop through this incentive agreement,” said Director of Economic Development Cheney Gamboa. “This project adds a unique, community-focused destination to our growing Historic District and reflects the kind of small-business investment that strengthens our local economy and enhances quality of life for our residents.”

The incentive agreement is part of the City’s Economic Development policy, established in 2017 under Chapter 380 of the Texas Local Government Code. This policy allows the City to provide grants and other economic incentives to stimulate local business activity, increase tax revenues, and create jobs. The Story Emporium & Bookshop funded the project’s development independently, with the City’s support helping to offset renovation costs and encourage long-term success.
